It would be close to a dictatorship or monarchy, except with a few people, not just one.
As for your political system suggestion, as long as those that were in charge stayed honest and true to their morals, I see no problem with it.
But a classic example of how that can go wrong is Bush and his few cronies think that they run the country and that Congress is just an afterthought or window dressing.
Those 'few' people that would be in charge would not have any checks or balances against them should they start to try to run things their own way.

Rashidun Caliphs leadership (maybe Gandhi
also, they are rare or I just dont know many). They seem to
be great leader to me, in which they have the necessary
capacity for it and at the same time they were well known
for their modesty.

There are good reasons to assume that intelligent alien lifeforms will look similar to us (at least lifeforms that inhabit earth like planets).
For example, it makes sense to have senses like the eyes, nose and ears high up on the body so they can gather more information. Also they will be place at the front of the life form or at least on the side in which the being moves.
Further, it makes sense to have these sense close to the brain for response-time reasons.
So now we have a head probably sitting an a neck.
There are also reasons for the internal organs (like the guts etc.) to be where we have them and for being bipedal.

I could think of that, that there were probably extraterrestial
life out there and that they could even resemble us. I haven't
really have much time in hands as I still struggle to settle for
my future. I wish after I reach 30 y.o I will be more relax....

Yes I had once. When I was a kid I play "throw coin and carry
me on your back" game with my neighbour. So this boy had to
carry me on his back for some distance. I was too heavy or he
was too tired, after we played it again and again, he falled
down and made my head hit a glass window. They had to sew my
head. Is this count as surgery?
I rarely visited hospital unless I have to have a medical check
up certificate or just to have some vitamin as I have quite low
blood pressure. I faint easily when air is too hot or when I stand
too long, lol. So I tried to do lots of sport to improve my stamina.

Hee, nope. But I often pull my hair (just few threads, those
somewhere around the center of my head). I do it softly, it
makes me relax when I am nervous.

What is the scariest situation you have ever been in?
I can't remember now, but the latest one is when I was in
Kathmandu last year. We have just come back from Nepal's
National Botanical Garden, and our Nepali collegues told
us there is bomb blast in Kathmandu (3-5 bombs), so we have
to stay in hotel until the situation is cool. And then, one
of my friend wanted to use internet not so far from the hotel.
It was around 9 PM. She said it was urgent and she asked me
to accompany her. I went with her then she was chatting with
her fiancee until nearly 10 PM. Because the hotel door will
be closed at 10, I asked her to go back to hotel, but she
insisted she still need to use internet. So I said I would
go back and told the hotel to keep the door open for her.
I was a bit panic (because I was thinking of the bomb) I then
get lost! The situation become worse because it was started to
rain. It was in Thamel, very crowded city center of Kathmandu,
but after 10 PM all street are dark. I decided to go back
to the internet cafe but couldn't find it, I guess they were
closed. My mobile did not work coz my Germany Vodafone didn't
work there so I couldnt call my friend or the hotel. Then I
decided to take a taxi. I asked a taxi driver to take me to
the hotel, but the guy dont know the hotel or he just didnt
understand my English. I was so afraid, just standing in this
dark street and there are few guys looked at me strangely.

come with umbrella and I noticed that as one of my friend,
so I just run to him. Apparently, I was so closed to the hotel,
but I did not notice it, because they already shut down all
the lights, while the hotel name itself is displayed by a lightening.
What a terrible hotel!
It easier to blame the hotel.
I actually dream of Inzomnia this night, we were laughing and walking alongside a beach somewhere in South Asia, it was amazing.
