The Democratic Party was attempting to remove a major obstacle to adequate US response to this and future pandemics. They failed - that's part of the reason NY is as bad a hot spot as it is (being the major port on the Eurasian facing coast guaranteed it would be a hot spot to some degree).

Had they succeeded New York would in all probability have fewer cases and slower spread, as Trump's blocking of information about the virus,
combined with his elimination of the people and agencies formerly dedicated to dealing with such diseases,
combined with his reduction of public health services and moneys (for equipment, etc),
combined with his refusal and/or inability to use his executive powers for emergency response initiation,
combined with his inability to find and hire competent executive talent capable of covering for his professional inadequacies,
combined with his willingness to mislead and lie about physical circumstances critical to the responses and plans of other people forced to rely upon information he controls,

almost certainly made things much worse in New York. The simple act of Federally ordering masks, gloves, gowns, and ventilators from US contractors upon learning of the spread of the virus and the nature of its treatment - information Trump would have had in hand months before he was impeached had he not eliminated his main sources, and did have in hand by mid January at the latest - would almost certainly have saved us dealing with many hundreds of cases in New York alone. And then there's the test kit debacle - which is still being covered up, despite the cost in lives and money, while it's still in progress.

Trump was still withholding information about the virus on the date of the Chinese New Year, January 25th 2020, and spreading falsehoods about it, and suppressing information from Federal agencies and sources that New York officials were relying on - New York City has no separate diplomatic channels with the Chinese government.

It is worth noting that when an expert to such a critical organization takes the extraordinary step of resigning he, the head of such a critical department, would not do so lightly. His intimate knowledge of the CDC's Charter and mission, and all things to do with the CDC resigns with him. He has to also acknowledge that his life long career is more or less over.

As an obviously very smart person this director would know full well how this would cripple his organization and would decide to leave the organization only under very extreme circumstances.

One month ago, Dr. Trump MD didn't follow the warnings and advice of his own nation's top experts, and those experts rightly say that he cost the US precious time in responding to the virus. It was not inevitable that this many Americans would become infected and die.
