I believe there is a famous quote about the realm that irony is wasted upon.
Perhaps we could somehow harness all this untapped irony to create a new weapon of mass destruction to usher in a new era of peace?

Your belief in humanity fills me with joy. I know eventually you will eventually admit the value of this array, after you get over your initial reluctance you will begin to appreciate all the applications this device can give us like clearing space debris, making it a full moon night every night, or shooting down nukes fired by crazy terrorists

human issue #1

ecological issue #1 is
when this device is used and shone up through the atmosphere, what is it going to do to the ozone layer and the upper atmosphere ?

we the earth(mostly all living creatures, plants included) need the generic current radiation filter of the generic current atmosphere to maintain a livable planetary condition.

not withstanding socio-economic-power issue #1
all power generation is controlled and sold at premiums as a form of economic control.
that system effectively drives the entire global economic system.
were you to effectively turn that on its head, it is quite likely to undermine the majority of the global economic financial security.
this would result in quite a bit of an issue.

it would be far better to have it built in high orbit to be used for protection against astroids etc... that would not result it burning holes through the atmosphere or collapsing the global economy.
not withstanding the issue of melting ice caps and wiping out 60% of the populations living centres.
 
and when you fire this diabolical contraption make sure that if you miss your target you don''t hit the kids eating fairy floss on the ground. :)
