    Go to your control panel, edit options (on the left), change to your time zone. Military time goes to 12 and then adds one per hour until 24. 19:06 is 7:06 PM.

    "UTC" is the new and improved Greenwich Mean Time (GMT). In practice, it means London time without daylight savings.

    So your next step is to subtract a few hours for your own time zone. Dallas, for example, is on Central Daylight Time, or 5 hours behind UTC.
    So:
    Tuesday, 01 September 2009, 19:06, UTC
    Means:
    Tuesday, 01 September 2009, 2:06pm, Dallas time
