Only under certain circumstances. There is far more to sex than reproduction.
That's an interesting fact. This of course does not diminish then the theory that the penis was enlarged in tropical regions for the purpose of having a more effective heat exchanger to cool down. Except that it was a secondary effect.
The female organ was enlarged to act as a heat exchanger. We all know that sometimes the female organ can produce wetness. Some people associate this with sexual excitement. What if however if this organ originally became wet for a differen reason?
Kangaroos lick their front legs to cool down. The saliva evaporates and this sheds body heat from the bloodvessels in the paw.
When humans first evolved they had not invented underwear yet. Hence it is reasonable to assume the human female walked around naked. We also know that females have on average more fat. Fat insulates and hence women will retain heat better than men. The need to heat loss therefore is proportionally greater in women compared to men. Both have sweat glands. Enlarged female genitalia combined with a wetness produced by specific glands hence created a primitive heat exchanger in hot climates that could mean the difference between life and death.
As a secondary consequence the male penis was enlarged to fit the female reproductive organ with more than one function.
In cold climates women rapidly lost their need for natural wetness. Their genitalia shrivelled and became dry. Hence in nordic countries such as finland women need to be lubricated with large amounts of alcohol before sexual success can be attained.
Why do you discount gravity? In the tropical areas of Africa, one doesn't need clothing, so the penis hangs out free, more subject to gravity than if confined with heavy clothing required in colder climates.
However, your idea of the penis being a heat exchanger ...is the large penis also on all people who evolved in tropical areas? If so, then your theory might be ...ahh, somewhat acceptable as a theory.

I don't have any hard science to offer, but I do have a couple of direct observations.
Whenever I go jogging during the winter, my penis becomes freezing cold/numb while the rest of my body is warm/hot. Assuming this hypothesis was correct, the exchange of temperature would have either made my body colder, or made my penis warmer. Instead I find my ears, nose, fingertips, and penis are totally numb while the rest of me is steaming hot and dripping with sweat.
When I go inside after the run, my penis is one of the last extremities to thaw out. Not only that, but the only heat that seems to warm it (other than hot water) is the air inside my house. I don't feel the cold circulating to any other region of my body, nor do I feel the heat from my body traveling through my penis. I can cup my hand over my groin, press it against my body - and it (very slowly) warms from my own body heat.
If there are aspects of my penis that are intended for the 'dual purpose' temp exchange in other parts of my body, then it does an extremely poor job of doing it.

Obviously evolution makes no moral judgements. it just exists. Smaller and larger are sides of the same coin. In some environment large is good, in others it is not.
