I have a reasonable knowledge of the Universe as data has lead most of us to accept, and despite your "put down" :rolleyes:
But, you failed to answer the question. :)

Galaxies closer to the universe’s center are fastest, further are slowest.
This still means that you would not see a uniform red shift in the sky. Galaxies that lay on a line drawn from the center of the spiral through the milky way would have almost no red or blue shift.

Your idea also seems to require that the galaxies are not in a spiral but a vortex. This movement would be detectable and I cannot think of any way to achieve this type of movement from gravity.

What is the equation for your line?
