That almost certainly makes them bugs because "faster than can be seen by the naked eye" (your paraphrase of the video narration) is nonsense. That's the videographer's wrongheaded speculation about why they were on video, but not seen with his eyes. The appearance depends on the setup. But I suppose it could also be birds. Either way, there is nothing about the video that implies an inability to see it with his eyes. So he must have seen it and ignored it.
