This happened in 1997. The first cell phone with a built-in camera was manufactured by Samsung and released in South Korea in June of 2000.
 
My cell phone takes ok video in good lighting. Practically worthless at night.

I am not capable of "investigating thoroughly" - I cannot go there, examine the witnesses, corroborate their stories, etc

Correction - he saw something. A UFO, by definition, is unidentified. UFO does not equate to extraterrestrial

He saw a craft of unknown origin. What is more plausible, that humans have been secretly building such craft on Earth, or that we are being visited by extraterrestrials? I don't think it is so far fetched to think that ET could be coming here. If FTL travel is possible, it makes the universe a whole lot smaller.

The eye witness accounts, and mass sightings are compelling, and can't be ignored, they just aren't enough to declare that ET is here. At the same time, you can't be certain that we aren't being visited.

Of course I cannot be certain we are not being visited by aliens, but you know the saying, and it sure as hell applies here, extraordinary claims require extraordinary evidence.
