I can see the logic of the sentence, given how useful cellphones are for conducting your criminal career from behind bars, but it doesn't mean that they'll be able to keep him from getting his hands on another cellphone--and once you've given someone a 60-year sentence, how much more time can you meaningfully give him for a repeat offence? If you're going to stay in prison until you die anyway, what have you got to lose by being as naughty as you can possibly get away with, and what does it matter if you're caught?
I can't believe the judge didn't order his execution. Liberal Texas judges make me sick. Just think of the message it would send to the rest of the prison population.

I think a strong deterrent would be to use the traditional punish the family of the person approach. Also any inmate who is about to be searched and has a cellphone on his person MIGHT AS WELL KILL THE GUARD.
