I was wondering if you could design a car in such a shape that it would be radar-invisible, like the F117 or B2, to avoid radar speed traps.

All materials reflect radiation to some degree. Even the F117 reflect radar and if viewed from the right direction produce a large signature. The secret to low radar signatures is not to reduce the radio reflection, but to reduce the reflection back to the source. A cat-eye road marker is designed to reflect most of the light back to the source, a stealth plane or car would have to do the opposite.
Take a torch and shine it at a mirror. You will easily see the torch light. No lets create a stealth mirror. Cut the mirror in half and glue it back together in a V shape with the inside angle less then 90". Now shine a torch at it and you will not see the torch refection. In space and from a position directly in front of the mirror it would be invisible even with a 1000watt torch. Strangely stealth materials are usually very glossy in the frequency they are hiding from. This is because diffuse materials tend to scatter radiation sending more back to the source.
Rules for a stealth car. Absolutely no rounded corners or flat surfaces within 45" of the expected incoming radar or laser source. The surface should absorbed as much of the required radiation as possible. That is, say a red laser is used, then the best colour for your car is blue. Keep your car clean and polished. Dirt, dust and rough paint will increase your visibility.
I prefer to drive within the speed limit, and respect my fellow road users.

Speed cameras use radar though don't they?
They use lasers now also.
I have been always wondering (as a non scientist) wouldn't it be better to create a lot of false positives rather than hide a plane (for example) from radar,
i.e., make the radar believe that all sky is full of stuff.
Since I have very basic knowledge in radar technology I have no idea if this is possible.
Maybe scatter a lot of very reflective and small particles from a high altitude which on the radar look like one mass.
This could be done in places before launching an attack.

no, just use radar absorbing paint. I've heard second-hand that some guy at air guard base took some of the paint (which is classified) home and painted some areas of his car with it. So now cops cant pick him up on radar. but usually this causes the cops to get mad and pull you over anyways.
Any tech for stealth cars should be banned in light of the new radars being installed as colision avoidance systems in new cars.
The radar is used to calculate your speed so if your car is 'stealthed' they would have no evidence against you.
Does chaff work?? You could stuff bags of small scraps of aluminum foil in your car and throw them out of the window when cops see you speeding.

that might work if they are clocking you from behind, which never happens.

I believe your secondhand friend may have been presuming on your friendship there somewhat - just painting stealth material on a regular car won't make it radar invisible, its aerodynamic shape gives too much in the way of radar refraction to make the paint do diddly - also, the slightest bit of moisture on the cars body equally causes radar refraction.

The best countermeasure would be to have a small EMP bomb that you could drop from your speeding vehicle that would detonate as the chasing police car came into range.
A friend of mine reckoned he could make his car invisible to radar by making the body out of fibreglass, and coating the inside with radar-absorbing foam. I felt compelled to point out that he couldn't coat his windscreen. He also believed that if he could coat his car in a layer of plasma, it would be radar invisible.

I saw an article in Newsweek during the first Gulf War, and there was a picture of a bunch of Iraqis jumping on a downed stealth bomber. The caption read that due to the radioactive material used in stealth technology, the Americans would get the last laugh.
