How?
As I said before we need to restore The Fairness Doctrine. https://en.wikipedia.org/wiki/Fairness_Doctrine
We need restrictions preventing congressmen, congressional staffers, high level government employees, and their families from working as lobbyists while in office and for at least 10 years after leaving office. That breaks the K Street revolving door. One of the reason SEC regulation has been so lax is because the officials running the SEC often leave the SEC to work as lobbyists or for the firms they regulate.
Elected officials and high ranking public officials should have but one loyalty and that is to the nation and those whom they are statutorily suppose to represent. That isn't the case today.
And personally, I think campaigns should be publicly financed and limitations on campaign spending should be severe and equitable. All voices should be heard equally. Some voices should not drown out others simply because they have more money. Our elected officials spend to much time begging for money in order to fund their reelection campaigns.
