New forums & misc. modifications

To reflect exoScience's / NewsReality's new, slightly broader sci/tech focus, I've tweaked the forum topics somewhat:

• the smaller (unpopular) astronomy forums (SETI@home, Amateur Astro) have been rolled into the General Astronomy forum.

• I've separated Religious debate from the UFO forums.

• I've added a General Tech forum and a World Affairs forum. These will allow somewhat broader discussions on a wider variety of topics. (hopefully )

Yes, I have a few comments. Firstly, I think that it was a good idea to roll them into the general astronomy forum. Secondly, it was smart to seperate and add those other forums.
