Couldn't someone invent a catch basin or well that fill up from the top down. In this way it would be more efficient to pump out rather than waiting forthe fluid to hit the bottom of the well and then be pumped out?

The efficiency you would gain from a gravity fed water supply would be lost with what you would spend making it defy gravity to fill from the top.
