Not sure why no one has thought of this before, but I believe that I have solved cancer. Here ya go:

I declare that we will have a cure for cancer by September.

P.S. Perhaps I should further explain that I think the OP relates to Kennedy’s assertion that he will have found the cause of autism by September. Just like that. Simple.

Of course, as a result more people will die of cancer, but sometimes you have to go through a little pain to come up with a brilliant beautiful solution.
