May not be, but you cannot apply the same yardstick to differnt countries. The cultures are so different. For an unrelated example, having a loud marriage party next door could be a major nuisance and a reportable crime in some countries, but may be accepted in some.

If corruption is present in India is it ok to have the same shit in the USA or any other nation.

Sure, these problems exist; and India is a developing country yet.

Yeah, but right now for 50% of Indians starvation is a bigger reality than trafficking/cops. Once we get 3 meals a day, we'll move further up the evolutionary scale.
 
"Uneducated cops?" How educated do you have to be to know that you shouldn't knock the crap out of people for no good reason?

Most cops are from extremely poor rural areas and still in awe of caste politics. They are usually manipulated by "higher caste" landlords who pay them exorbitant sums of money to "work" for them.
