Yes, that would be the case had you had the foresight to ban editing rules, but you didn't. Rule 39 is valid, which makes rule 42 invalid, which makes all subsequent rules valid.

Since rule 0 is now to be honored by your own ruling, rule 36 is no longer valid. So I could remove the formatting now.
Also, by reinforcement of rule 0 the list of rules is now as described in post 111.
