Of course they do. Although few would admit it when called on it, from the way they formulate their arguments, especially those against theism, they sure imply that they are omnimax.
You're confusing "to not believe"(general) with "to not believe in"(specific) or "to not believe there is a"(specific). There are both semantic and syntactic difference. Refusal to respond to any point offered up is generally taken as either an inability to comprehend or an unwillingness to budge from already set-in-stone orthodoxy. I'm not sure which one you belong to, but either way this is boring.
Why do you go to such lengths to confuse yourself about this stuff? It's not that complicated. A/theism and ir/religion are not related in any exclusive way. While most theists are also religious, and most atheists irreligious, there are also abundant counterexamples of religious atheists, and irreligious theists. Belief in a deity is not required for religion, nor does it require religion.
