TRump did not tell the pretty boys(or whatever they call themselves?) to "stand by". He told them to stand down and let law enforcement do their jobs. It seems that the "stand by" thing was created by a reporter.

US backing for terrorism in Syria dates back to Reagan or earlier ( Russian backing came in later).
