Hitler took advantage of a situation he otherwise would have been unable to do what he did. My vote is for Julius Caesar. He created the situation then took advantage of it.
My vote goes to Zhao Ziyang, Premier of P R China from 1980 to 1989, greatest of the reformers who guided their country away from the legacy of Mao Zedong, and set it on the path of economic growth. A man of humanity, bravery, and insightful practicality, he was purged at the time of the Tiananmen massacre. In years to come, his stature in the history of modern China will surely increase as greatly as that country's GNP.
