It also applies to what goes on inside individual countries. The most recent example being Afghanistan where the local people did not have the power to stop the Taliban until the United States supplied it to them. Same goes for Iraq, Saudi Arabia, and all other dictatorships around the world. Not saying it is right, just a fact of real life.
