I watched the video, the second goal, the ball obviously was out of the field's white line, but the Japan's player kicked it again towards goal area and was sent into goal by another player.
Question: ball out of border line still can kick?

The ball was clearly still in play.Anyone could see that .Are you blind?

A great victory for Japan. Spain played like little boys.

The entire ball has to be completely outside the endline for the ball to be out. Any part of the ball over any part of the end-line, and the ball is still in play.
Having watched the replay, while it was close, I could not see definitive evidence that the ball was fully out. Seeing as it was called as being in during play, it would have needed to be much more obviously out for the called to be reversed by replay.
 
The ball if seen from top, its shadow overlapped the white line, so it is still IN. :)
 
Reading the topic title, I thought there was a Hispano-Japanese war going on thst I hadn't heard about.
