Who has what role?

The USA is the world's policeman, China is the world's factory, etc. And who are Europe, Russia, Africa, and other countries?

It's basically the conscience of the world (especially during the Trump era). Although North America is a heavy source of literary intellectualism fads, Europe was the founding motherland of secular morality and a radical equality agenda for all population groups and cultures (the quest for a non-religious paradise on Earth or socioeconomic utopia). Granted, many left-wing preaching trends are exported across the pond to Europe -- but it's still a reciprocal relationship. Where critical theory and Neo-Marxist concepts, postcolonialism, postmodernism and its precursors, originally came from continental thinkers. The biggest critic and disparager of the West is the West itself, with much of the previously exploited world ironically just listening to the Anglo and Euro realms tell it what it is supposed to be angry, outraged, and feel grievances about. (Then learning from that and maybe developing their own local theories in that context -- epistemological decolonization).

Fuck, is it possible ever for you to make a dumb post? An inarticulate post? An uninformed post. I don't think so.

Конечно, упрощаю, но не сильно.
Brits wear bowler hats? We are all a lot more composite now, globalization Olga.
You expected me to protect you in one exchange and I didn't step in.
"I thought British men were supposed to be gentlemen?" Not sure what you said exactly but that struck a nerve.
I think men are supposed to protect women, when the shit hits than fan.
Not just British men, all men.

France is the world's supplier of stripey shirts and berets. Italians? Garlicky food and a fair number of injuries from their insane driving. Belgian monks give us beer you can eat. No one knows what Luxembourg does but we're all glad they are here.

Like the old joke says - in heaven the British are the cops, the French are the cooks and the Germans are the engineers. In hell, the British are the cooks, the French are the engineers and the Germans are the cops.

"What's Belgium famous for? Chocolates and child abuse - and the chocolates are just to get at the kids."

Every country's role on the world stage is what suits the desires and plans of its' current rulers.
Ещё возможностями этих правителей. У нас в России есть шутка: "Имею желание купить дом, но не имею возможности. Имею возможность купить козу, но не имею желания". Желания и возможности не всегда совпадают.

Franz Fanon sprang to mind. From the W Indies but educated in Lyon.

But isn't Europe now under threat from this "quiet expansion" by people from African and Arab countries?
No. Bigots are under threat, but not the countries of Europe.

You may recall that in the 1930's Germany made the same claim about how Germany was under threat from the Jews.

I spent almost an entire afternoon in Paris once just trying to locate a plain old 1/8" TRS cable. In Berlin, it would take about 5 minutes.

Евреи тоже резали головы, и жгли автомобили благопристойных бюргеров?

I love good old Europe, with its cultural heritage and democratic values. Such a cozy Hobbitland. But isn't Europe currently under threat from a "silent expansion" by people from African and Arab countries? People with completely different values and mentality? When their numbers in Europe reach certain levels, they will no longer adapt to European rules, but will begin to establish their own. And politicians, in order to win the votes of these new citizens, will also begin to promote their values and interests. And these values may be far from European. I've heard that, for example, in some areas of Paris, it has already become unsafe to appear if you are not an Arab or an African. And the riots with car burnings, terrorist attacks with the murders of journalists, and similar incidents are also well known. Aren't you afraid that in some time, it will become unsafe to appear on the streets of Europe without a burqa, for example?

Just like in US history, the continent may have to adjust to finally becoming a melting pot. There are secular states with Muslim populations, so one would expect that to be the limit for realization of any pessimist fears in Europe -- it doesn't mean Western standards would be revised.

On the negative side, there might be unique factors at play in Europe that didn't apply in some of the aforementioned countries. It could be difficult to engage in discourse and critique militant movements of Islam due to play of the race card inducing intimidation. And obviously, white paternalism and condescension still exist even on the Left...

(example) Carmen Di Genio: "We cannot expect an African to know that you cannot rape a person on the beach in Italy, because he probably doesn't even know, he really doesn't know [that he's not supposed to do that]."

You hear anecdotes about women being exposed to sexual misconduct, but in this crazy era of media chastising media for biases and reporting reticence, it's difficult to assess what is legit and what is not. Should such actually be the case, the second and third generations of the incoming cultures will eventually adapt to European social criteria.

Did Jews also cut off heads and burn cars of decent burghers?
They did worse! They killed Christian children and used their blood to make their matzos. According to Hitler, of course, who quoted historians of centuries past. (Google the Blood Libel.)

And that's not all! They were traitors who caused Germany to lose World War 1. (Hitler called it the Great War, since there had not yet been a World War II - although Hitler would soon fix that.) They were literally "poisoning the blood" of Germany - they were a "race-tuberculosis," a "vermin" that threatened the healty of all of Germany. They spread typhoid and literally caused the deaths of hundreds of German children. "Jews are lice; they cause typhus" was a popular poster printed by the German government.

How would you feel if your child died because of Jews? was a question often asked by the German media.

So, according to the right wing political views of the time, the Jews were far, far worse than Muslims are today.

(example) Carmen Di Genio: "We cannot expect an African to know that you cannot rape a person on the beach in Italy, because he probably doesn't even know, he really doesn't know [that he's not supposed to do that]."
This reminds me of a quote by Charlie Kirk. A women's-rights advocate pointed out that one in five US women experienced rape or attempted rape in their lifetimes. Kirk claimed "no, that's not possible, that's just impossible" because "then we would have the same level of rape as the Congo."

Indeed, in Italy, one in three women have experienced sexual violence or sexual assault in their lifetime.

One therefore wonders why Americans and Italians don't know that you cannot rape a person on the beach in Italy.
