So-called "lactose intolerance" is actually lactase deficiency. The human body cannot absorb lactose (actually a disaccharide composed of glucose and galactose). The body makes the enzyme lactase that cleaves lactose into its monosaccharides, which the body can absorb. When the body fails to produce [enough] lactase, the lactose components are not separated and absorbed, and the lactose makes its way to the large intestine where bacteria consume it and cause the classic symptoms (gas, bloating, cramps, diarrhea, etc ... even elevated levels of hydrogen in the blood). The failure of the body to properly digest lactose can be detected by orally administering lactose and monitoring the blood glucose levels. Lactase deficient people will not show the expected rise.
Generally speaking, lactose is lactose regardless of its source. However, some people have found, for example, that consuming chocolate with milk can reduce/eliminate the symptoms. (Great! That's all we need, chocolate used for medicinal purposes.)
Here are some concentrations (for milk, 100 mL ~ 103 g, so the grams of lactose shown below are directly comparable) from

- Human milk = 7g / 100 mL
- Bovine whole milk = 4.8 g / 100 g
- Goat milk = 4.4 g / 100 g
- Sheep = 5.1 g / 100 g
- Water buffalo = 4.9 g / 100 g

Orleander's comments, I suggest that the rarity of intolerance to mother's milk occurs due to the rarity of lactase deficiency in early childhood rather than the kind of milk involved.
