Its evil if the society believes it to be evil.
Personally I believe the monol expansion was one of the more benevolent ones in history. Far FAR better than the british or spanish expansions. The mongols enforced no national religion, taxed only very lightly, and were good to captured civillians as long as they did not try to stab the mongols in the back. Can many civilizations say the same.
I am sure every civilization around now is doing somthing later generations will se as barbaric. Heck, most ancient pagan groups co practiced human sacrafices refuced to kill unwilling victems. To do so would be an affront to the gods. THe druid priests willingly sacraficed themselves in times of need.
One exception is the South American Moche indians.
