It's a valid question that is on the minds of more people every day (especially here in the USA) and it still lacks a coherent answer.

It's a given: Without 9-11, "counterterrorism violence" such as present US military campaigns would obviously not be happening.
"Fighting people usually gets them excited about fighting back."
Similarly, it is straightforward to observe and understand that these disproportionate campaigns are inciting terrorism, and increasing terrorist recruitment around the world. This is a contradiction in US policy, because escalation is not normally considered to be effective counterterrorism.
