Is it part of the slider latch on an airplane restroom door, where it will say "occupied" when the latch is drawn shut?

Are the birds and blossoms some sort of cake decor, made from frosting or spun sugar? Somehow "activate" doesn't fit with that, so probably wrong.
 
It looks like a glow-light type of thing, looking straight down (air-bubble at the top?)? Lights from the bottom, maybe, and lights up the flower/bird decor inside?

Blossoms an birds are prolly ceramic... but the item needs to be activated for its intended effect/beauty.!!!

The pic is from a top view an that is a air bubble that you see... but the item does not have any sort of lights.!!!
