Not sure of the "nuclear reheat" aspect, but terraforming as generally defined is probably possible, but a very long term scenario, probably measured in millions of years. Then of course we have the problem of its atmosphere gradually being lost to space, due to the lower gravity on Mars.
Not possible with today's technology and science I would suggest.

That maybe the case but how else are you going to terraform Mars into a earth-like planet? Give me a more practical way.
