Unfortunately they probably did, they just didn't take into consideration the directional facing and the type of glazing use. It's just another architectural mistake to join a number of other ones that all should be learnt from. (Such as the Millennium Footbridge that swung when people walked on it and the building in Saudia Arabia that generate severe wind tunnel from down drafts.)
You could even consider it to be the point where art/fashion seems to be concentrated over functionality (although the inverse could be said about Prefab towerblocks created during the Thatcher period that have been demolished which were considered an eyesore even though they were homes for thousands of people)
Furthermore this "blindsighting" isn't just restricted to architecture, Podiatrist's to my knowledge have often complained about fashion designers that create high heeled shoes for women, that do so from a perspective of fashion rather than comfort or functionality.
