additionally there are discovered secret religions where various banned gods were worshiped.

while generally the pharaoh would publicly endorse and or show favor or neglect to endorse various gods and their temples.
this is a fairly well known basic process that has been surmised through collective archeology & historical writings and engravings/literature etc
some gods were considered too important to the people so would be endorsed to maintain popularity(much like modern politicians)

since the state managed all aspects of mass food cultivation as a process to enable massive armys of builders, they simply changed projects to build a temple to a different god, or changed the temple being built to be for a different god.
people would not refuse or they would not have a job.
though some operated as merchants they still relied heavily on the government system, much like todays reliance on the financial system to acquire food and resources.
