the British spelling would more normal considering the control england

I learned the UK version in school.
And how many Indian people speak English? They go usually for the UK version too.
same thing in Russia.
So
EU = 456 million
Russia = 141 million
India = 1129 million
+ other former GB colonies.
Against US = 300 million.
Of course, all the people there don't speak English, but I'd say that there appears to be more British English speakers in the world than American.

though sometimes I dont know which one is what. Libraries at my school, my univ, and
the city central-bibliothek are supplied by books from the British Council, though many of
our text books are imported from America and Germany.

Your two statements are inter-related. Since I've never recieved an infraction, I didn't know they were given a point value. How does that work? Is three points the standard for an infraction? Does it go higher for more flagrant violations?
