hate to say it but what you are suggesting is impossible with out huge restrictions on the whole community...
btw the mutations are impacting more so on healthy people than before...and you must consider that even if a mild case is involved ( most often with young people) long lasting problems persist.

the only orders i recall is him ordering the media that it is all up to the state governors & that he is "incapable" and "it is not his job"

he then asked the citizens to rise up and demand the governors take control of their own states.
the message i read clearly from his media comments was
"the state authorities are playing games instead of doing their job"

You are not giving the chronology, and so far, as an example, the virus was detected in France in the month of March 2020. Samples taken in that month showed the presence of the virus, that the virus was there long before that date, but no one knew. about it.

The closing of entrance to people from China was because it was known with certainty that the infection over there was in progress as a pandemic, not so as sporadic victims one here and another somewhere. Also, remember the reaction of Democrats and fanatics against president Trump because the closing of entrance to Chinese people, and it should be greater if the closing of entrance to the US was to include other countries. The whole media except Fox News was against president Trump, you can't deny this fact.
You don't make estimates about deaths that way. You are a complete ignorant of the method used, which is checking the number of death in proportion with the total population of the country. You must compare your half million of deaths (an inflated number given by you) against the total population number of 330 million.
Such is the method to check the gravity of the pandemic consequences. When you do so, the US seats on a standard position when compared to other countries with less populations and less deaths because the pandemic.
Those deaths were because poor health condition, do not blame the president if people don't take care of their health. So far, healthy people survived to the virus and millions and millions didn't even feel any symptoms.
The president himself got the virus and was fine, same with me and many of my family, just lower level symptoms.
At the time Biden was winning (fraud to me) the elections, many of the people didn't wear masks, and no news media criticized such "negligence".

Those numbers are telling me people must take care of their health and stop smoking cigarettes and pot, have a good diet and proper medicines to be in good shape in case another similar pandemic breaks out, because no government can "force you" to take care of yourself, such is your responsibility.
Texas government is not forcing people to go and shop in malls without masks, such is the individual's choice. I call "freedom" to such a measure.
You won't want the government to prohibit you to eat junk food, such is your will and must be respected. But if you acquire a disease because your poor diet and a pandemic kills you or makes you suffer like hell with the symptoms, why are you to blame the government for not finding fast a cure to the new disease? If you were in good shape, then you won't worry much about it.
Your friends smoke pot and you know such is killing them as well, and you don't say anything, I guess you could be demonstrating a kind of double standard. Governor Abbot is not forcing people not to wear a mask and not to keep 6 feet distance from others, he is just taking the imposed measure out. From now on, each individual will do what he think is best for him. If this is a case to test "ignorance" in people, don't blame the republican governor, because school teachers are known to be Democrats in majority... lol

When president Trump ordered to enforce the immigration law in the whole country, governors said each State is independent and they will decide what to do, and some States even allowed "sanctuaries" to protect illegal immigrants.

I noticed your point on smokers a few posts ago... Didn't you know that apparently they found that smokers had a 4% less chance of contracting the virus than non-smokers?
Of course though the down side is that a smoker is more likely to end up on a ventilator and subsequently dead than a non-smoker...

I think it's more his lying about it to keep his numbers up that people condemn him for. At the same time he was telling people it would go away like magic in April, he knew how deadly it was. "This is deadly stuff. You just breathe the air and that’s how it’s passed. And so that’s a very tricky one. That’s a very delicate one. It’s also more deadly than even your strenuous flu.” And still he didn't mandate masks - and even told his supporters that if they wore one, it indicated they didn't support him.
Then there's all the little stuff - declining millions of doses of the vaccine for the US, pushing quack remedies over proven mitigations, failing to secure PPE supplies, undermining and contradicting his own disease experts. But that's minor compared to the lying and the misleading that led to hundreds of thousands of deaths.
Trial and error? Sure, that can work. But you have to learn from your errors. Trump never did.

the issue is the nicotine and not smoke per see. They found that smokers were under represented as covid-19 outpatients and found that apparently nicotine had some sort of inhibitor effect.

When a person takes on the role of POTUS people expect him to be informed in his comments and claims. He has taken on the role of leader and that requires him to take on certain responsibilities.
When trump stands up against better medical opinion and claims for example, that the virus is seasonal and should miraculously vanish soon, people tend to believe he is talking with some authority on the subject. Those people go on to make investments, plans etc accordingly. Their behavior is inspired by his words. Trump had a window of opportunity to mitigate the damage this virus was about to do and he failed to capitalize on it. That failure cost the USA hugely.
So when claiming that he didn't know about the virus, why did he claim that he did?
Why did he lie to the people about how informed he was?

It is true that many world leaders were and still are unable to find the courage to stop the denial of the situation they face. It takes balls to be a leader in such a crisis and not many have them.
On or around the 23/Jan/2020 the world became aware that China had placed nearly 400 million people in lock down. That's more people than the entire population of the USA. 400 million people in lock down, numerous overflow hospitals being built, people being welded into their flats to prevent them from moving. Emergency food systems kicking in, corpses laying in the street etc etc. and yet even then the situation was considered an epidemic and not a pandemic by the global community.
It was obvious that the world was not going to react fast enough to deal with the horror unfolding in Hubei province that was already spread globally.
