How is this "decoding" anything? How is it a "computer"?

It contains some rudimentary arithmetic using 4s and 8s that appears to have no relation to the photo it is imposed on.
The photo has been divided into four with the numbers one through four and one through eight overlaid.

Well, we know they could count...
