Your English is rather decent..is it the result of using a translation program.
And I don't not for a moment suggest English is in any way superior ..it's the only language I know.

How is this "decoding" anything? How is it a "computer"?

It contains some rudimentary arithmetic using 4s and 8s that appears to have no relation to the photo it is imposed on.
The photo has been divided into four with the numbers one through four and one through eight overlaid.

Well, we know they could count...

so to the human mind it can be conceptually whole in its conceptual parameters
when we think of something, putting it inside a shape or frame can allow a more detailed analysis.
tending toward this as a basic frame of mental process defines a range of the individuals ability to interact with the concept in a dimentional format

the mind tends toward what it seeks to assimilate to a thought

however generally this gives a larger capacity to formulate complex concepts

the human mind likes to feel a sense of knowing and in this tends toward concepts of relative valuation

what defines relative complex mathematical language can be equated from interactive objects relative to the larger object
though artistically these can be concepts of symmetric design and objective balance for artistic form
given the known range of measure inside an object like a circle
many variables can be generated.

this stuff is way over my head and more in the mathematicians and coders(languages) ability.
