Well he can do whatever the hell he wants anyway regardless of anyone......... but he might get thrown out of office a bit quicker

Who knows. But he can say whatever he wants, and issue whatever commands he wants (he is commander and chief). I'm pretty sure you can't use nukes without congress' majority vote though....
