I have reason to belive that my asshole Neighbor is planning something like Blackmail or something on me. So i need to strike terror in her.

So if you know of any FREE program or service i can use to find out any backround information.

Her name is Rachel Cuber. PUT THE SMACK DOWN ON THAT CUNT
 
put an anonymous note in her letterbox saying "i know what you did"
everyone has a deep dark secret in their past, you dont even have to say what it is and she will be your puupet
 
Find some rookie PI, flatter his ego and get him to do the leg work as a "training mission". i'm sure you'll find someone stupid enough to fall for that somewhere. Alternately, become a police officer and get access to their data.

What did you do to her to make her so upset at you to begin with? I never knew anyone that just "blackmailed" someone unless they did something to deserve it.
 
if you just tell people your secret they probably wont care, and then she'll have no leverage
