It makes sense to me that abusing the report button should come with a punishment.

Historically, it seems—and note the word "seems"—to depend on one's politics. Or, so says me. Perhaps my colleagues feel differently, but I can't help but notice that one side of a political argument gets more flak for complaining about minor insults than the other.
