Irresponsible dog owner?
You can get an idea of how close this person was to the lifting ground, by the fact the person is looking down at the dog when it steps off the lifting ground.
For those that can’t figure what’s going on…
Strong winds are blowing the treetops like sails, the roots are lifting the ground.
I have seen this myself elsewhere with taller trees.
I saw water blasted out of the ground by the force of the lifting ground coming back down.
In other words the trees seemed to be pumping water out of the ground.
Of course I was standing at a sensible distance away.

I had to read this, like 5 times to make any sense of it.;)

The Lifting Ground sounds like a Margaret Atwood novel about a lonely woman who visits her dog's grave every year on the anniversary of its death.

Yeah I saw this and was annoyed that the journalistic angle was that the the wind was so strong it was lifting the ground, shock horror, rolls eyeballs, instead of pointing out that it was just the earth round the tree roots being lifted, as the wind was almost blowing the trees over.

I knew I should have posted it in the ufo ghosts and whatnots forum.

No no no, there was not even a wind. You have to keep an open mind on these things. I learnt that in the ufo ghost forums. You see the ground moving the trees on top. Believe what you see.:)

Suppose we’ve now blown it (ha ha) but you could still try and see if MR bites, I suppose.
