A state's duty: survival or happiness?

Survival is first. Survival is always first. Even if you live in misery, it is still better to live as long as there is the smallest sliver of hope for the future. You will have kids and perhaps things will be better for them or their kids.

That is how man has always gotten by. Rarely has there been a time in human history where a people could really be termed 'happy'.
 
In my opinion, for the most part, being happy or content is an individual's choice and not something that a government can provide or even strive to achieve for it's citizens. Many people are grouped and live in similar socio-economic conditions throughout the world... some are happy and/or content... others are not... within the same community... it's a choice.
 
Asguard, your mission is laudable but self defeating, there will always be hungry kids on the street, and you will become flustrated trying to take care of the problem. a better option would be along with feeding them, teach them a job skill, and it sounds like you love cooking, its one of my favorite forms of art, teach these kids to become cooks and they will be able to get off the street, and then you will have a mission worthy of staying alive, and you will find a change in your life, GBWY, and don't let the SOBA win.
