Can anyone give the pros and cons of using a 2.4 GHz or 900MHz transmitter and receiver for a video surveillance application?

The penetration would have to be through concrete, glass and/or have metal near the receiver - such as a vehilce outside of the location where the internal surveillance is to be conducted.

Feel free to share any insight you have into a specific product or vendor.
