This brings the total budgeted cost of World Youth Day to $139 million, including $20.5 million in Federal Government funding. The Catholic Church will contribute $10 million towards preparations for the pilgrims' sleepover and closing Papal Mass at Randwick Racecourse.

Of the $60.7 million to be spent, the bulk, $49 million, will pay for government services including extra rail and bus services, health, ambulance and fire services, overnight accommodation in about 412 public schools and coordination of traffic networks.

The rest will be spent as part of a $43 million agreement signed with the Australian Jockey Club, giving the church access to Randwick Racecourse.

The Government maintains the economic benefits of World Youth Day could exceed $180 million.

So concidering both that the vatican is ritch and that this is after all a religious event is it apropriate for public money to be spent on this event?

Now some of these things the state has no choice BUT to provide like hospital services which are there responcability but others are definitly not standed bugitry concerns like "$3 million in start up costs to establish the World Youth Day Coordination Authority." and paying the race course to alow them to use it for mass.

Now there are 2 ways to look at this which complicates it, one is that its a religious event and the public purse is paying for it. The other that it is a benifit to the economie through tourisium.

As far as i know this doesnt include the money spent by the OTHER states to house and entertain these people before they went into sydney. I did just hear that queensland spent $2 million but i dont know if its included in this money, i doubt it though as it was talking about the NSW's state goverment and the federal goverment.

The other issue is that the states are already streched providing there nessary services under there budget and the federal budget was surposedly limited in what it could spend because the goverment was worried about causing more inflation and there for interest rate rises if they spent the money they had. Now if this was going to be spent anyway, it could be well better spent on the health system which is already strugling so this brings in another ethical problem.
