i found this in a rental car yesterday. what the heck is it?
the white thing is plastic. the small round thing was in the bag.

the white thing is 2 inches long. i doubt if its a shower curtain hook.
it was in the bag too. the bag itself is approx. 2" X 3"

You're not wrong. These are elastics for braces.

This type 6mm(1/4") super heavy GAC SH6 elastics can be used to connect teeth, usually canines to molars on both sides.

Usually at the end of treatment stage, but not neccessarily.

I used to have one of those things when I had braces. In theory it makes it easier to put the rubber bands on.. but I always did it with my fingers.
