You'll find that when Roswell occured in 1947, the whole surrounding countryside had hoaxers flying balloons with alsorts of objects attached to the bottoms. In fact some of the objects appeared quite deadly (For instance their was a mention of a circular saw be attached below a balloon).

This was the main reason for the "UFO" investigations, afterall all those foreign bodies launched into the air would come down eventually and in some cases they would come down faster than others. A nationwide manhunt would have insued if someone had been cut in half with one of these circular saws.
