The USSR was. While not as technologically advanced as its Western neighbors, its sheer size/population made it a threat. The USSR was run by mass-murdering tyrants, but for whatever reason the didn't really try to conquer the world until after WWII.
North Korea might cause problems, but not internationally. Locally it might cause damage to China, Japan and South Korea .ect, but they can deal with the threat VERY quickly.

Yes there will probably be a global war very soon. It is intentionally being made to coincide with, or more specifically precede, the coming natural Apocalypse(due to our position in the galaxy). The faked deaths of all the Polish leaders is a very bad sign. They are already hiding in their underground bunkers because they know what's coming. The controlled media can only convince us that these earthquakes are normal for so long. Global warming will be blamed, and global war will be used as a tool to distract us from these natural disasters, and to keep people in line. Yes there will be survivors in this coming New World. But you and I will probably not be among them. Or maybe I'm wrong.
