I'd have to say Janeway, for SO many reasons, including...
1. her Chief Engineer level knowledge - she's up there with Torres.
2. She's pretty smart about all kinds of other stuff like quantum mechanics temporal mechanics, just all kindsa stuff.
3. She not only boldly went where no man had gone before, she was stranded out there and survived.
4. She's hard core! Imagine - a federation captain that assimilates Borg technology. Shit, what goes around, comes around, bitch! Gimme your drone AND her knowledge of the collective!!!
5. Okay, mostly because of Seven of Nine. LOL ...for very obvious reasons.
