Probably, HE may be a mediator to prime force (prime force created or independant?) and both exist in everything. There should be a freedom/independant entity to free will, which may be the nature of everything.

god's will is prime since it has the ability to shape the framework that we exhibit our free will in - for instance you may be thirsty and want some orange juice but water is only available - so you have a range of options available to exercise your free will but ultimately acquiring orange juice is not one of them

In most cases, at least in the wild, animals actually exercise more "fee will" than humans do! But neither have free will ...we're taught what to do and how to do it from birth. All that teaching and training removes any ideals like "free will". Everything we do or want to do is influenced by all of that early training.
