They are not "supposed" to work in engineering qualified jobs. That's true about USSR which had mandatory employment requirements. Capitalism, on the other hand, requires and strives for excess of labor (in every field (except higher management)) to cut on labor costs. Somebody got to pull out an excess ticket.
