From what I see, yes, but technically since there are three distinct orbits, we should asume that one shell has 2 electrons, the second has 8, and the third has between 1-18 electrons. Total= 11/28 electrons.

Actually I think you are right and wrong. Electrons have all kinds of rules that they MIGHT follow. But, electrons don't orbit. The move but their movement is very unpredictable. They do hold in shells but they may or may not be constantly changing places. One of the greatest driving factors for point mutation are electrons being where they shouldn't be. They are in a place where they CAN be. But, they SHOULD NOT be there so the base pairing gets out of whack. But as for my avatar it is a dead bird. I call myself the great mediocre because I am like the med-Hi setting on your stove top. I am the bourgeois. Birds are amazing. They can fly. They have tiny brains but are intelligent. The tiny brain is because of their enormous eyes that allow them to see what we can only imagine. Oh they can fly. They can also fly. And, my most favorite thing about birds.........most of them can fly. A dead bird is still a bird and inherits those amazing traits. But, it is dead so - who cares. It is great but not really. The great mediocre.
