The word anymore, to sound audibly correct, should have a logical operator like Not to negeate what you're talking about as no longer the case. Therefore, 'anymore' without a 'not' sounds wrong. 'Not' reinforces that whatever one is babbling about is no longer the case. Even if 'anymore', used alone, is grammatically right- without the operator of 'not' it simply sounds weird.
First. This thread will probably never reach the cesspool. It would seem that the powers that be are loathe to impart cesspoolhood to threads that actually aspire to the part. I'll cross my fingers for you. Second. I don't think that either are technically correct. The first would probably be more correct as I am unaware of any specific rules it is breaking (although I wouldn't be surprised if it were breaking a few). The second is a double negative and therefore a bad mojo. (I like to use triple negatives on occasion to emphasize the negative aspect.) Water, read again. It's actually "X is not NOT Y anymore."

Nope. I'm talking about the structure: X is not Y anymore. For X and Y you can fill in anything (almost), including "not X" or "not Y". Not functions both as sentence/clause negation, as well as a part-of-speech negation. This is how you can get two in a row -- each one with a different function. (Shit, my grammar terminology is not good in English! I should really shut my mouth, bigmouth that I am.)
