    Also the rotation is almost unnoticeable towards the center, so even if the outer circumference rotates fast, no biggie.

    Thing is I think the spinning skyscraper project of Dubai and Moscow, was cut due to finances.

    Nope, the point is that somewhere along the line a rotating pipe has to feed into a non-rotating one. And maintain a water (and smell) tight seal.
    Speed is largely irrelevant.
