It looks like some scam made up by the Onion, but it is a real site.

 

It seems to get a fair amount of traffic, but I definitely think that sciforums' policies are somewhat more level headed. For starters, I don't think that anyone is an 'idiot'. Oh, sure, I'll say someone's an idiot in a fit of pique, but that's pretty much always offline, where I don't have time to think things through. For crying out loud, an -ant- is a marvel; saying a human is something that has no intelligence is kind of like saying that the grand canyon is small

Microbes are even simpler then ants, but few if anyone calls them idiots. According to wikipedia, the term 'idiot' has something of a history, but its last scientific use was in the 19th and early 20th century:
In 19th and early 20th century medicine and psychology, an "idiot" was a person with a very severe mental retardation, or a very low IQ level, as a sufferer of cretinism, defining idiots as people whose IQ were below 20 (with a standard deviation of 16).

Now it's just used to insult people and generally simply poisons discussions between people.

you can be mentally challenged and still have internet access. i use the internet as a gauge for mental fitness.

 

An idiot has an IQ of 20 or below. I very much doubt that anyone with such a severe mental retardation can use a computer on his/her own.

i dont know but 20 or below is severe cognitive deficiency whereas mentally challenged is probably much higher. then you add in emotionally distressed and yo have a very high percentage of pretty f'd up people.

 

stands to reason that the internet is a magnet for such individuals.

 

This is how it's defined (or used to anyway):
50-69: Moron
20-49: Imbecile
below 20: Idiot

 

I don't think anyone with an IQ of 20 or below can manage to do even mundane things, like brushing one's teeth.
