Is there a use for this that is not military?
Potentially it's a way of getting around. Does that have to be military?

It doesn't take off or land without substantial assistance and prior preparation.
Correct at the moment. Take off and landing, and range and fuel time are all simply technical problems. They may not be solved instantly, but they will be solved.

This could be a really neat private transportation device (potentially beats the bicycle all hollow.)

It also looks like a really great deal of fun.

Not to me- I prefer the many more refined, and much more maneuverable flying machines that have long been available. This is a crude and over-sensationalized step backwards in aeronautical design.
